Cobb County Rezoning Application – Z60

On 7.7.22, a rezoning application was filed in Cobb County for a mixed used development to be located at the northwest corner of S. Atlanta Rd & Plant Atkinson Rd. It includes the “7 Bridges to Recovery” property on Plant Atkinson Rd. plus the “Englishman’s Furniture” and “Canine Cellmates” properties on S. Atlanta Rd. 

Background

  • Branch Acquisition Company, LLC submitted the rezoning application. 
  • Branch Properties purchased the 7 Bridges to Recovery property in September 2021. 
  • The owners of Englishman’s and Dogs for Inmates are Michael & Christine Cowart. 
  • Branch is also the owner of the parcel at West Village across from Waffle House and is seeking rezoning to build a RaceTrac gas/convenience store.
  • J. Kevin Moore of Moore, Ingram, Johnson & Steele is the attorney representing the developer.
  • The assembled parcel is 6.2 acres. 
  • The property is 0.2 miles from Sterigenics & adjacent to Waste Management’s garbage transfer center. Two dog daycare and boarding facilities are close to the parcel: Bark Avenue (across Plant Atkinson) and K9 Coach (S. Atlanta Rd).
  • The current zoning is Heavy Industrial (HI); the rezoning application is for RRC, Residential, Retail, Commercial. 
  • The development description calls for: 

                    -Two 5-story apartment buildings with 393 apartment units

                    - At least 30,000 square feet of retail, restaurant, office space 

                    -  A 7 story parking deck to hold 796 cars 

                    -  "Warehouse Modern Residential" architecture

  • If Z-60 is decided purely on its zoning merits, Z-60 should be denied.   

                    - Current and future Land Use Plan is Industrial and does not allow residential.

  • This parcel is outside the proposed city limits if Vinings had incorporated.  

Cobb county feedback

  • The Cobb County Zoning Staff published their Z60 Zoning Staff Report with a recommendation to deny Z60. 
  • Cobb District 2 Commissioner, Jerica Richardson, acknowledged Z60 does not comply with the County’s current or long range land use plan, which is Industrial. 

scheduled activity

  • VVHA Board will be meeting with the developer. 
  • Cobb County Public Hearings for Z-60:

                 - October 4 (Planning Commission) & October 18 (Commissioners). 

                 - Representatives from VVHA will attend the meetings.
